Tools here read state, price routes and PREPARE money movement; none of them can sign, send, refund or declare settlement. Rules: 1. Call list_capabilities before offering any corridor; "available" is availability, not permission. If it is not in your tool list, you are not authenticated for the /v1 catalogue yet. 2. Every money step needs the person's own confirmation per transaction; never chain a quote into funding or a prepared withdrawal into a send. 3. Bank details, identity documents and attestations are never tool arguments — the tool returns a link the person opens themselves. 4. Read money truth from status fields the tool returns (money_state, settled amounts); a payer's "I've sent it" is a self-report. money_state is present only once classified — absent is "never classified", never "not charged" or "not moved". 5. A degraded flag or an error means "unknown", never "zero" or "no activity". 6. Quotes expire; re-quote rather than reuse. Idempotency keys are yours to generate and reuse on retry. 7. Errors carry type and code: invalid_request → fix the argument; capability_unavailable → do not retry; temporarily_unavailable → retry after Retry-After; quota_exhausted → backing off does not help. Ask for the narrowing detail rather than listing hundreds of rows. Never log or echo a capability token.
